I see both sides, and I do think it's important to give waiters a fair tip as it is the main source of their income.
I'm a little less sympathetic to Bill's point about the waiter not being responsible for the whole process. Of course he's not, but who in their job is? I know if I told my clients they wouldn't be getting their deliverable on time because of a screw up in the supply chain, I wouldn't be getting much business from them in the future. The waiter is the face to the customer, and if there is a screw up he is responsible for smoothing it over, which good waiters are good at doing. If the restaurant just can't deliver decent service most of the time then I guess it's time for the waiter to look for a new job, but certainly not blame the customer for low tips.
I definitely see kkelly's point though. Tipping can sometimes be annoying, but the restaurant service in the US is for the most part MUCH better than in many European countries, and I think a big part of that is because of the tipping tradition here.
