Private security contractors in Afghanistan and Iraq suffer much higher casualty rate than the average cops and firefighters in the US. Even the private contractors driving trucks take orders of magnitude greater risks, and they make only about $80k/yr, with no pension. Why do you think there is a public employee's union? Why do you think every time there is an opening, hundreds if not thousands of applicants show up for each position? Because the pay is way above normal market clearing rate. The average private security guy makes about $15/hr, with no pension! There is no reason to pay anyone six-figures and a quarter century of retirement pay when his primary job is to ensure his own safety (the "officer safety" doctrine). There are numerous private sector jobs in the US that are statistically more dangerous than being cops.
Government services are a monopoly, and as monopolies go, they tend to become more and more expensive, while worse and worse in service quality. That's just the nature of monopolies. The pension funding issue is simply wannabe-scammers being scammed in return (a little like those investing with Madoff thinking Madoff was making money for them at the expense of other suckers): public employee unions serve the same function as private sector unions -- pretending to be benefiting their own members at the expense of ripping someone else off when in reality only a tiny minority at the top of such a coercive hierarchy benefit while the vast majority of the members will be left out high and dry when they are too old to work or switch jobs. Union leadership is also a monopoly, this time, at the expense of the union members. The problem with coercive monopoly is that, unlike mutually willing exchanges in a free market place that grows the whole pie through competitive incremental improvements, coercive wealth transfers almost always shrink the whole pie.
