just how subjective values and preferences can be. Different people have different preferences and hence attach different values to different undertakings (including decisions to avoid certain undertakings). The legitimacy of a committee to decide how the various roads are to be ploughed and whether an ice rink is to be built with money coerced at gun point . . . is quite suspect. There can be private ice rink associations (or run on admission fees; perhaps several of them can compete). Even snow ploughing can be paid for by subscriptions on local roads (like milk delivery or newspaper delivery) and/or automated tolls (on highways) that can be time-dependent.
