Connecticut's inability to plow roads (a rant)

You'd think a New England state where it is known to snow would have a corner of a clue about how to plow primary roads like I-84 from the Mass state line to Hartford.
But no.
Late morning today, coping with the mere 7-8" of snow this area received seemed to much for the road crews. The storm was mostly gone and the sun was coming out, yet of the three southbound lanes no more than two had any bare pavement at all, sometimes only one. Some places there was half of each of two lanes cleared, so only one lane was actually clear. The un-plowed lanes had a couple inches of snow, some of it just windblown. The northbound side had one lane open and we saw two plows in all, from the Mass Pike to Exit 66 when we bailed to hit Rein's Deli for lunch.
This is the 4th time I've hit CT in a significant snow storm and the state is all but incapable of dealing with more than flurries. Massachusetts does OK, especially west of Worcester, but we could instantly tell when we hit the CT stateline.
We were cozy and comfy in a 9-5 SportWagon with 4 snow tires, so no worries, but it amazes me that CT can be so totally incompetent when it comes to snow removal.
There. That felt good!
