as mentioned in your previous post. If it's only a couple grand per year, is it really that hard to have a private fund raiser, like cookie sales, instead of having multiple $200k+/yr city managers and lobbyists arguing over the issue? I'm not at all anti-rink . . . just thought private funding would not only make for better service (apparently already the case with volunteers) but also make future funding more robust (instead of being dependent on the whims of city managers)
As for salt on dry pavement . . . if the we pay the worker the same amount of money to spread salt regardless time or road conditions, it is in the worker's self-interest to spread salt when it is warm out and the road is safe to drive . . . i.e. when salt is not needed! That's just a small example of how monopolistic bureaucracies work when reward (price) is detached from valuation by customers (i.e. lack of free market pricing mechanism).
