idealistically, in principle, yes... though these are outdoor rinks in city parks, so charging admission to 10 year olds is kind of silly... kind of akin to having private playgrounds... the city basically subsidizes the water bill + has a guy plow some of the rinks en route while plowing other city lots etc... ie it takes advantage of existing infrastructure to obtain (in principle) efficiencies... it's very low cost... maybe a couple grand per rink per year... most of the work (aka flooding) is done by volunteers (I'm one)... hardly a "socialist" sort of social program! it's effectively user-pay (aka user-flooded), with a small cost to the city (with the side benefit to the city in rougher areas of having kids releasing their frustrations playing hockey vs illicit activity)...
one fewer snow plowing + salting per year would fund the rinks for a decade or more...
btw, the sidewalk plow went by today to salt it... nevermind it was already bare! grrrr...
