This is meant to be a-political... and both parties are involved to some significant degree:
There has been a systematic transfer of wealth from the middle & lower upper class to the uber class over the last 20 years. The transfer has been accomplished by use of tax policy and regulatory policy. While the minions chomp at the bit of "oh, that tax cut saved me $1000 this year!", the uber-rich save millions and billions via the same cuts. In addition, regulatory policy, from banking to corporate regulation, has been used to similarly transfer wealth.
The effect has been to move wealth to the uber rich in massive ways. 5% of the population now controls 95% of the wealth. Just 3% controls 92%. Meanwhile the middle class' purchasing power and wealth has dropped by serious amounts. The middle class is worse off than it was in 1970 in terms of standard of living (despite our LCD TV's and our SUV's).
Again, the politics of tax and regulatory policy and the alleged benefits to (whoever) can be argued by others as a political question, but the actual numbers and the effect on the middle class is quantifiable and indisputable. The part I find truly amusing is when people start to yell about "redistribution of wealth" - not realizing that there's been a plan in place doing that for quite a while now, and in the opposite direction they are thinking about.
