Industry.
The French government in the 1920's and 30's went out of their way to protect union jobs and firms in the aviation industry, making the exact claim that the industry was of special significance to national defense (which turned out to be true, there were only 20 years between WWI and WWII). The result was that when WWII came, French air force was plagued by low factory productivity, backward models and parts incompatibility.
If you want an industry to fail and fail miserably, let the government meddle with it.
