You must have put a LOT of miles on that bike to actually wear out cassette teeth. Unless it had a previous owner. Either way - congratulations. Haven't been riding much in years due to a bad back and various other excuses, including being lazy. The 12/23 represents the number of teeth on the smallest/largest cog, with the rest of the cogs in between - so that would be a 12 speed. I don't think you could upgrade to more speeds without changing out the wheel as well, it wouldn't accept a longer cassette. Since I know you like to keep it frugal, why not try C-list, there are always dozens of used bikes in my area for sale, either swap out the whole wheel ( your frame may not be wide enough for a larger set-up either ) or find an older bike and swap out the cassette. Ride on!
