I know that temp and precip don't always match exactly. We've received about 60% of a year's average precip so far (still some time left to add to that number) and are at 75% of normal to-date. The real kicker here in California is that since many of the storms have been warmer than in a typical winter, snow pack is next to nothing except at the highest elevations. I hear just to day that the northern Sierra snowpack is at 8% of normal for this date.
