I know, I know, you can set up a virtual Windows environment on a Mac, but it seems like a PITA. I graduated with a BS in Civil Engineering in 2011 and would have struggled with a Mac based on some (all) of the software we used. So if he's going into a technical field, I'd say get the Dell. Everything I see still today in the construction world is heavily dominated by PC. Regardless of software incompatibilities (if those still exist), you may as well use and be familiar with what you're probably going to use in your future careers.
If I were buying a personal computer for casual at home use though? Mac.
