Have you ever heard of BART? The automated train system in the San Francisco area?
That system malfunctions all the time, in spite of one owner having complete control over all the vehicles and the environment they run in. There are no lane changes, no other vehicles (moving or stationary), no pedestrians, no cross streets or turn decisions to be made, etc. etc.
In other words, it's pretty much the ideal scenario for automated vehicles and it still has a failure rate that if applied to every automobile, would result in gridlock in every major city every day.
