I think he just used the wrong word - that they are 10% high, ie looks 100km/h, is 90km/h... vs SAABs that maybe look 100km/h are 95km/h or whatever. Though really, mileage is tracked through the odometer, but again, if it says you traveled more than you really did you get a higher mpg...
That said, wheels can make as much as +/- 4% difference depending on variations in tire choice (usually a few reasonable sizes), etc. I have a 2004 arc running 225/45R17 (205/55R16 winter is the same diameter), but stock was 215/55R16 which is a few % off... I believe you can update this with a Tech2, but I have not done so. I suspect my mpg and speedo readings are off as a result.
I'm not sure why it would be a big deal to show the speed too low as long as it was not extreme. I get it from the perspective of policing, but due to tolerances in tires, radar guns, calibrations, etc, they have to leave a little margin anyway. I know some places in the world ticket if you are 1mph over, but imho, that is a ridiculous waste of time, and probably reduces safety if everyone spends too much time watching their speedo! Eye time is valuable when driving and that one should be a small fraction of it!
