Maybe OH doesn't have an excise tax as part of annual registration like IN or wherever Tim is. Here, it's not exactly a strict % of MSRP, but rather MSRP ranges correspond to different Classes. A particular class has an excise tax, where higher classes are (naturally) higher excise taxes, with the amounts decreasing as the car ages. So excise tax is a function of class and age.
I'm pretty sure that here in IN trade-in's also reduce the sales tax of purchase, and I would expect that to hold true in any state that charges sales tax on car purchases.
