can't sustain high boost with performance chip

I recently installed a performance DI/APC chip as well as a performance fuel chip from SPG9 on my 1991 9000 Turbo. After talking with the people at SPG9 I was expecting my boost to sustain halfway to 3/4 into the red. What I am getting is an initial boost about halfway into the red but then it immediately backs down to the area between red and yellow. On the highway in 5th gear if I hold the peddle down the boost will oscilate from halway into red back to between yellow and red and back up to halfway into red and back down to between yellow and red all the will I am keeping the gas peddle to the floor. Those of you with experience at upgrading the turbo boost, does this sound like a common situation that I can remedy?
