It sounds to me like Steve is saying, as Brad has said many times in the past, that with water injection, you can make the same power with less fuel, or you can make more power with the same fuel.
He's not suggesting, as you say, that the water injection is being added to correct a deficiency in the fuel/timing curves. Instead, it's being added so that you can alter the curve to be less rich, while still providing the same margin of safety.
If we accept your statement that anything added prior to having perfect fuel/timing curves is a bandaid, why add anything at all short of a full blown aftermarket system? That would seem to suggest that there is no middle ground between a completely stock car, or your multiple thousand dollar project, and that anybody who tries to achieve a more modest goal, is delusional. I prefer to think of water injection as a preventative measure, which keeps your engine safer if you do happen to run a little bit too lean or get a bad batch of gas. It's not so much a bandaid, as a thick sock in your hiking boots, a layer of sunscreen, or a bad-ass front mount intercooler with 100% efficiency.
Even if I were to take my car back to near stock boost levels, I'd still keep the water injection, because it provides that extra margin of safety, and keeps boost just as high in the heat of summer as in winter. Plus, injecting water is far cheaper than injecting more fuel.
