Interesting point of view. I can definitely see how you could believe it to be a bandaid, but I can also see how it's not.
Water injection isn't fooling the engine or electronics, you the tuner are creating a preferred atmosphere or climate for a 4cyl turbo engine to efficiently operate at it's peak performance. It's almost like moving to a drastically different climatic region for you car. The car has to be tuned for that region. From my view it's another part of performance tuning a 4cyl turbo engine.
If I was setting up a stand alone, I would do it the same way you are though. Pull the most power from the car with what you have, then if you're not happy, want more power, or better gas mileage, add the h20 inj! I'm sure you won't be unhappy though:)
From my understanding if you would want to add h2o for better gas mileage, you'd only have to adjust the fuel and timing in the boost area; pulling the fuel back down to stoich and then adding the calculated h2o weight. From this perspective, how is h20 inj a band aid. It's more of a tuning tool for the daily driver:)
