Assuming the car is structurally OK it might be best to sell it as a "mechanic's special". (If unibody frame rot has set in then it's a parts car.)

Someone who does their own wrenching should be able to fix all of that stuff for much less than $3000. If you're talking mainly about rear brakes, brake lines, and valve cover gasket needed for it to be on the road safely that's probably just a few hundred dollars in parts.
