When you say, "ignition is turned on" are you saying the ignition switch is in "RUN" or "START" position? That wire should be hot when the ignition is in "START" position ONLY. It should not be hot in "RUN" position. If you have a test meter connected to the yellow wire position the meter so that you can see it from the driver's seat and then sit there and turn the key all the way to "START" and expect to see the meter register 12 volts.
