Take a look at the Bentley, 234-3 - that 'vent' you're seeing at the bottom of the housing is called out as an 'ejector pump'. It even shows a cutaway of the 'pump' that sure looks like the intake is on the bottom, with a nozzle inside to jet fuel into the barrel of the pump housing.
The previous page says "the ejector picks up additional fuel from the bottom of the tank and forces it into the reservoir."
