If you have an ignition signal from the Hall sensor or CPS, the tach should register it while cranking - more than a single ‘bump.’ If it does while cranking, you should have spark which can be confirmed by adding some gas or starting fluid through a vacuum opening directly into the intake manifold. If it runs briefly and then dies, you have spark but a fuel delivery problem. If it doesn’t run at all, you have a spark problem.
