Coolant temp sensor 918 2205

Hi All, its a 1999 9-3se, auto, T5. Low fan doesn't come on. Checked relays, fuses and resistor. Suspect is the coolant temp sensor(918 2205). So bench tested it, stuck the sending end into boiling water and read the Ohms. Did not get to zero ohms. Bottomed out at 200ohms. Purchased a new one(FAE) and bench tested it also with the same result. With my limited understanding, at 100C or 212F the sensor should close the loop and have zero resistance. Am I wrong ? Where could I find the specs for this sensor(918 2205) ? Maybe a temp vs resistance graph ? OR did I just get a bad new sensor ?
I shorted out the old sensor by jumping the two wires and with the key "on" the low fan kicks on.
I added a small 200ohm resistor at the jumper and with the key "on" the low fan doesn't come on.
Stuck a 100ohm resistor at the jumper and with the key "on" the low fan comes on.
Any help would be appreciated and thank in advance. :) Stay safe everyone.
