From an economic viewpoint, PhD's in general are now in perhaps the most dire economic straits of any professional, especially in liberal arts. There are relaitively few tenured-track positions, and universities are hiring desperate PhD's as "adjunct" professors to teach courses for pennies with no benefits.
Moreover, older professors don't retire early and work into their 70's often since they didn't have the high incomes and didn't save as much as others (Md's, Jd's). They look out for #1 over the interests of their students as a general rule....
The situation will worsen since most states are flat broke and none can raise taxes, so they are slicing university funding and education budgets, since these are the least damaging politically over other budget cuts!

That being said, perhaps the time when you actually finish the Phd, the job market will be a lot better, as economic cycles do change! I would STILL go for it if you have the passion and really love a particular area--but be ready for a somewhat difficult life ahead (including pressure to publish, etc.) BTW, Phd's in science, economics,etc. may be more marketable in the private sector.
