i am currently a PhD student at UCSD in Mechanical Engineering. i worked in industry for a couple of years and then came back.
i know a couple of fellows from the bioeng program. one interesting program over there is developing a computer network to function like a human brain. interesting stuff. also have a supercomuter center and the a top notch bio-med program. i would hightly recommend this school to anyone.
as far as grad advice goes, do reserch on programs and schools. try to get into the "best" school (princeton review, et. al.) rationale is that these schools have a better chance to get funding for their students. also, most importantly, interview professors and see what their research interests are. find a advisor you are comfortable with. PhDs are a lot of "work" but not mind numbing work like in industry, but banging your head against the wall creative work (which i like better)
