It's high summer. That means anywhere in the southern tier of states will be hot and/or humid. Depending on your tolerance, that may not be great.
You already like Colorado, so for your interests that is an option...but go to a part of the state you haven't been to before. Looks like there are lots of options there.
Also consider numerous spots in California, depending on your outdoor interests.
Consider Canada, especially places like Whistler, Lake Louise. Also look at Idaho and Montana.
Europe may be off your budget as the airfares will be high in summer, but keep your options open. France is wonderful in summer and out of the cities is very calm and low key.

International travel is no harder than domestic. You just may have some longer waits here and there. The currency thing is no biggie. Language may or may not be an issue.
