FEMA did a study in 2001 identifying the three most likely disaster scenarios to hit the US, and one was a Cat 4 or 5 hurricane hitting New Orleans.
Part of the problem is that FEMA has been chopped up as part of its move into the Department of Homeland Security. And its pre-disaster preparedness function has been moved around in the department -- FEMA no longer can act before the disaster strikes. Check out the blog below to read the gory bureaucratic details. The Chicago Tribune has also written a pretty good story on the bureaucratic and budget politics leading up to the disaster.
This will have long-lasting political consequences. As it should.
