You're right, sometimes no amount of money can make up for poor planning and poor management. But the question was, where are the resources. The answer is, the resources are available. The resources were made available BEFORE the storm hit. If the political leadership does not know how to use the resources, that is too bad. The people of Louisiana will have to decide whether they are happy with their political leadership.
My recommendation would be to use the National Guard. They work for the Governor. I cannot explain why this is not being done. Perhaps if the media were not so busy trying to link the problem to the Iraq war or the Kyoto Treaty, they would be asking these questions. But I cannot explain the media's irresponsible behavior, either.
