All budgets are gutted on every level. I bet the mayor of New Orleans wishes he could have offered his prodominately black, poor population the means to actually evacuate (ie buses, money, hotel vouchers, remote shelters, etc), instead of just declaring a mandatory evacuation fully knowing tens of thousands couldn't leave if they wanted to. I'm emphatically stating that this whole situation is a graphic expression of institutional racism in our country. The city before the storm was one of the most severe expressions of our (still) racist system.
Racism is a basic fact in America, ask any black ( or hispanic, or ...... ) person.
It may be hard to swallow that for a lot of white people. I'm white, my wife is black. The experiences I've seen/been a part of with members of her family, have really opened my eyes. It's easy as a white person not to notice the discrimination.
All I'm saying is that it unfortunately colors everything that we do. It certainly is playing a part in the amount of fear being expressed by the media in regards to looters. It's a sad day in America.
