Here is how it works. The State and the City have emergency managers. The emergency managers compile, and continuously update, big 3-ring binders full of useful information, such as the office phone, home phone, cell phone and pager numbers of the public employees in charge of the municipal motor pool. When the farsighted and benevolent mayor decides to order a mandatory evacuation, he turns to the page in the binder that shows the approximate number of citizens who do not have access to personal transportation. Then he calls up the motor pool manager and gives the order to mobilize the necessary number of trucks and busses. Then he publishes the evacuation order and has his press secretary inform every media outlet in town where the pickup points for the busses and trucks will be. All of this is made more simple if, as in this case, the President of the United States has declared an emergency WHILE THE STORM WAS STILL OUT IN THE GULF, making federal funds available to pay for all of this. If the mayor needs drivers, fuel, whatever, he need only say "Charge it to FEMA." The cost of the evacuation need not disrupt the gravy train of his ample city budget.
Your lack of understanding of these facts has nothing to do with any subjective disagreement with another person. These are objective facts.
