It is very frequent for the framing around windows to lack insulation since the original builders probably didn't fill in all the gaps. If you're going to be spending $3-500 per window, get a can of non-expanding foam (the latex kind) and fill in all the gaps under the window trim while the window's out.
The Dept. of Energy has a statistic somewhere on their website that the average American home has enough air leaks to be the equivalent of a 3'x3' hole in a wall. Brrr.
You may also want to consider fiberglass framed windows. Advantages: less thermanl expansion than vinyl, far less conductive of heat than aluminum, will outlast either in terms of weathering. Additionally, it is far more environmentally friendly since it consumes much less energy than Al in its manufacturing, is recyclable unlike vinyl, uses less toxic chemicals to make than vinyl, and will outlast both.
