You qualified your point nicely when you wrote:

Driving a car is a huge responsibility. Isn't it odd that a person can be held responsible and accountable for driving too fast in poor conditions while still actually driving lower than the posted speed limit? In that instance an individual's own judgment is deemed sufficient or lacking enough to define a safe speed of travel. At the time that same level of judgment and accountability isn't valued enough to allow a person to determine what is a safe speed in clear and dry conditions.
The Man certainly doesn’t have any problem having his cake and eating it too.
