Noel is not wrong, but his was/is a very special case.
To safely add a three prong outlet to a two wire system, you need to also add a ground wire from the receptacle box all the way back to the main panel board, be it fuses or circuit breakers.
What Noel did probably met all code requirements because his house had BX wire, with the corrugated galvanized metal sheath. When used with the correct box clamps, this metallic sheath becomes the ground between the receptacle box and panelboard.
For homes wired with Romex, (officially known as NM or Non-Metallic sheathed cable), or the ancient knob and tube system, you can not simply add a grounded receptacle with a pigtail to the metal box. Fire and electrocution could result.
