a house from the 20's probably had knob/tube type wiring, which has almost certainly been replaced. also, if there's been any major work on the house, sections of wiring might have been replaced. a fuse box in and of itself is not unsafe. you need to be concerned about the condition of the wiring and how much power it supplies. rewiring ANY house is very expensive/difficult. it's considerably easier if you have access to an unfinished basement/attic below or above the floor (much easier to run new wiring).
