In my area annual excise tax on newer cars is extreme. It is quite reasonable for a 3-4 year old car though. For excise and sales tax reasons, I will not buy a car newer than 3 years from now on.
Insurance is another issues. If you don't need to borrow money, you don't need collision or comprehensive, just liability. If you are young or have a bad record, you need to consider how vehicle choice and payment method affect your insurance rates.
I would go with #2 if it's been taken care of and has a service record available.
If it's a second or third vehicle you don't need every day, you could go even a little older than 3 years and still get a good car. I covet cars like the lotus elise, the aluminum jag sedans, the noble m12, the new saturn roadster, they will be all reasonably priced after 5 years.
