Ok, fair enough in terms of the memory amounts, maybe using more than 2G will blue screen, haven't seen it myself, though.
In terms of memory speed, the way it works is this:
For DDR2-800 chips. The 800 comes from the chip's memory clock (200Mhz) times the number of cycles per clock, i.e. 200x2 (the 2 comes from the DDR/double-data-rate design, 2 cycles per clock, one each on the leading and trailing edge of the clock pulse), which equals a 400Mhz data rate. Then the 2 factor in DDR2 comes into play, where that 400Mhz is multiplexed onto a bus effectively twice as fast using a path twice as wide into the cell/bus buffers.
In your example above, the DDR2 800 will run at full speed, the DDR2 667 will run at full speed, too, but it will be slower (DDR2 667 actually uses a bus speed of 166).
The Dells I have DDR2-800 in have a p965/g965 chipset, which supports 1066/800/533 bus speeds, so it could also depend on the chipset being used.
