Saab's only obligation to you and the dealer is to pay for a repair which is covered under warranty. How the need for that repair is determined is up to, and billed by, the dealer. If the dealer eats the diagnostic, that's their choice as a service and convenience to you. If they require you to foot the bill for the diagnostic, that is their choice. That is how every car manufacturer in the US works.
Generally speaking, a reasonably obvious problem that is likely covered by warranty will likely incur little or no diagnostic fee to you, as the dealer is more than happy to take on a problem when there's a repair which will be paid for by the manufacturer. If a repair is not obviously needed or unlikely to be covered, the dealer will be more unlikely to eat the diagnostic, as there is no revenue for them on the other side unless you choose to proceed with the repair. Many if not most dealers (and indys) will credit diagnostic fees towards non-warranty repairs. That protects them from giving away time, and is a convenience for you.
