You've never had a situation where the dealer has to see the problem before they fix it? So in your perspective, if the owner only needs to report he issue, what happens if the service center can not duplicate the issue? How are they to go about fixing an issue that they don't anything about? Has this never happened to you?
Basically the dealer needs to see something actually wrong with the car before they can repair it. Unfortunately, if you cry wolf too many times with an issue(s) that simply can not be duplicated in the presence of a service technician, you may have a dealer that will become less and less inclined to act on your behalf. After all, as it's been noted, they don't get compensated for time spent diagnosing problems, they only get paid to fix them. This is why I have a notebook in my glove box so I can make notes of when a problems arises. I note the frequency, time of day, temperature, etc; pretty much anything I can think of that will help pinpoint the issue and make it easier for me to replicate it at the dealer.
And no, it's not a Saab only issue. For example, there is not a Mini dealer in town and when a co-worker's Mini has problems, Mini will tow it to the nearest dealer (~300 miles) _only_ if the check engine light is lit. As you know, not all repairs involve the engine so if my co-worker has an issue with suspension, brakes, steering, or other electrical issues, he is responsible to get the car to the dealer. And then he has to hope the problem can be duplicated at the dealer.
