warranty inconsistency

I’m trying to understand why many warranty items are arbitrarily approved/denied by dealers/GM. Is it that complicated? The warranties, both new and CPO are bumper to bumper with very few exclusions. The dealers deny claims for many items such as lightbulbs which are covered have been denied payment when previously submitted to GM. Does anyone know who administers the warranty submissions from the dealers for GM? I’m assuming it is a third party company.
Another problem is that it is like going to a casino. You come there with say 5 problems and maybe they fix one and deny the others. Then you come back or go to another dealer and something else gets fixed. Since ultimately after much trouble for the consumer more and more things get fixed, why don’t all the things get fixed the first time around? Isn’t this costing the dealers/GM more in the long run or do so many people just not bother coming back again and again? Are the dealers afraid of a warranty payment denial because GM will think they are searching for problems?
All insight is greatly appreciated.
