I sense that what is deemed to be wrong varies from dealer to dealer, and therefore causes customer problems...coupled with the assumption (right or wrong) that all dealerships are out to screw over the general public makes for bad pr here.
But how does any manufacturer of any product effectively police it?
Manufacturers do their business through dealerships...ie independent businessmen.
There are laws (and those laws vary from state to state!) that restrict how a manufacturer can dictate/direct/tell its dealers what to do.
On the other hand, people at these delaerships sometimes take shortcuts, again...some are never an issue, others are instant major issues. I'm not saying it's right, but it is out there. Policing short cut dealer shops would be a huge undertaking...and probably result in more lawsuits...
Double billing warranty claims, like anything, could be done in this example of the cable...the first time it's the cable warranty code, and the next time, another warranty code # used....'cause GM likely is not gonna pay 2x for one battery cable part on the same VIN...a likely automatic dealer claim denial by the General.
If the car returns in a (?) short period of time from the first repair, it's considered a recall on the dealership, and they eat it...unless something else...another cause is determined...
FWIW: I have had light bulbs approved at one time and denied a few months later on my CPO car....no biggie. My dealership is consistent in that part of the warranty. And I like my dealership....most times :-)
Upsetting dealerships has consequences....some have written they have been banned from a dealership, or told in no uncertain terms they are not welcome and never to return...so sometimes it's how you work together with your dealer to solve a problem. Sometimes it's an over-the top...."I'm gonna sue your a** off " owner that brings down problems on him/herself.
Yes I read on this BB that others have had bulbs covered.... but maybe behind the scenes that dealer claim was later denied by SAAB. Who knows?
