The manufacturer creates them to help sell cars, presumably has some rules for independent dealers to follow and deal with all those pesky customers who want their cars fixed. The philosophy seems to be that business would be great except for all those customers who think their car should work correctly. I've heard a lot of stories about warranty work not being supported by other mfgrs, too, notably Kia and Hyundai.
I've had generally OK results with warranty stuff from the local Saab dealer, so I can't complain, but since the dealers are all independent operations, the service you get is only as good as the business practices of a given store. Some are very reputable. Many are not. And as a district sales rep told me 30 years ago when I worked for VW, "The only thing that exceeds a dealer's ego is his greed." A average dealer will always do what is in their best interest at the moment. They really don't care whether or not you come back or switch to another make.
