Well... most of the time. Cut a hole for a "box" up above. Cut a hole down below. Push a fish wire (buy at Home Depot). Push it down through the top hole until it comes out the bottom. If you're new at this, have an assistant grab it below. pull it out of the bottom hole, use electrical tape to attach any wires you want to pull up. Pull from above, all done. A book on electrical wiring might be useful so you can see some pictures. It gets a little trickier if it's an outside wall that insulated. Also, you need to be careful when cutting if there are any wires in that bay. Find the studs and look for an outlet being mounted in the stud cavity you are fishing through.
There is no code for wiring in walls that is not power wiring (like phone wiring). However, I would not pull anything that I didn't consider safe. For example, I would suggest you don't pull a power cord for the unit up above. You should have an outlet installed where you need the power up on the wall. Signal wires are not that critical but I'd still use something I was comfortable having in a wall based on the power expected to travel through it.
