In my town a young couple with a baby bought an 18th century house. They wanted to replace about 30-odd old single-pane double-hung windows, the frames layered in lead paint. They had selected modern Pella windows that replicated the look of the old windows. They foolishly applied for a building permit. The Hysterical Building Committee got in the way and the permit was denied.
So they had to have the deleading done and the windows restored, to the tune of about $30 Large which required them to move out of the house for several weeks. The new windows would have cost about the same (including labor) with a lot less disruption. But now their 1780-vintage house is still "pure" in the eyes of the Old House Police.
This seems kind of intrusive to me. IMHO, old house freaks (a) need a life, and (b) if they are concerned with historical accuracy should also be willing live in their antique houses without electricity, indoor plumbing, and take off the aluminum storm windows.
