I've never owned a 9000 but I have 2 c900's. For $10000, you should be able to buy a good example of either model + repair what's needed. The #1 thing to look for is rust! That is by far the expensive thing to fix properly + even so, the fix may never be attainable in the long term... everything else on these cars is fixable.
My understanding is the 9000 is a great touring car + pretty good to work on. Yoinking parts from one at a pick + pull, I definitely noticed the opulent build quality (by today's standards anyway)! The 9000 is also the safest car of it's era + that hatch is amazing!
The c900 is a totally different beast. If you're doing 70-80mph hilly country roads, you won't want an automatic... it's a fragile gas wasting 3 speed... The one you want has a stick + a turbo... if you find a nice one with an automatic, they can be converted, just factor the pain/suffering + cost into the price... all in all, they are an absolute blast to drive, the handling is tight, lots of road feel, a very direct driving experience! plus they are an iconic design... easy to work on (but pretty much everything is different than the NG900) and parts are mostly cheap...
search the appropriate bb's for what to look for when buying, but note that either car is now becoming a classic, so that will mean more effort required to maintain going forward than a newer car... I say that in the sense that finding parts will start to become a bit more challenging as parts get obsoleted + junk yards slowly dry up... it's only really a few at this point that are issues: most parts are available from second suppliers or refurb + the site sponsors are great...
