Perhaps the cases are few and far between, but the South Korean government sponsored development of cellular phone technology as a priority technology in the mid to late 1990s. At the time the largest producers were Nokia, Motorola and Ericsson - and Samsung made appliances. I was just at my local phone store, more than half of the models being sold were produced by Samsung (now the #2 producer in the world) and LG.
