The 1984 Act only lifted the ban on "expendable launch systems." Unless you think your passengers are _expendable_, it was still a no-go. The NASA monopoly on re-useable vehicles was not lifted until the 2004 Amendment.
Foreign engineers were drawn into the US to work for NASA not because of NASA turning out good profitable products but because NASA as a government agency in the US paid more salaries for engineers. It's just like the smartest mathematical college graduates joining financial engineering firms; not because they deliver real value to the consumers but because they are subsidized by the government therefore have higher salaries. That's the most insidious aspect of government sponsored endeavors. It literally draws human talents away from more productive purposes.
