Wonder why the merger? Because the company gave up on launch systems and focused on satellite electronics in the face of a competitor with unlimited funds to bid up the cost of engineers and material in the field.
The US Army settled Werner von Braun's team in Huntsville Alabama in 1950, and started its own rocket launch research center, essentially the predecessor to NASA. With the government refusing to divulge the war-time capture, therefore the private companies having to catch up on what von Braun already did for a decade-plus in Naz* Germany, and the government essentially having unlimited funds for bidding up cost in the field, it was only natural that the private companies did not wish to compete against the government head-on. It's not because the government establish being efficient, but have everything to do with the government having unlimited funds (bidding up common input factors) and can tax and regulate the competitor on top of that.
