Again, government regulations only cover the USA. If the profit was there, American engineers and funding would have found its into other countries. But the private funding wasn't there and this is something you fail to grasp or admit.
Private funding emerged for satellites in the 1980s and no surprise regulations changed to reflect that. The same has happened with re-usable vehicles in 2004.
The technology may or may not have existed for those missions in the 1960s. That information is irrelevant because no one did it. Again, what was stopping say a British company backed by US dollars from employing American engineering (assuming they'd need to) and pursuing this venture.
You believe the demand and technology was there yet it didn't develop into a viable product or service. I wonder why. Maybe because the technology was way ahead of its times and of little value to the private sector.
