20-year-old cars are rare in some cases because of poor design but in many cases it is because they are treated as disposable items and poorly maintained. My experience has been that proper maintenance is usually rewarded with a very long service life unless you start out with something that is a lemon by design. (Here in the Northeast rust is really the primary enemy.)
Batteries tend to age poorly over time. I can see batteries lasting for a lot of miles in a high-use application such as a taxi over a relatively short period of time, but seriously doubt whether they will have a 15-20 year lifespan even if they were just left sitting on the shelf. How much will it cost to replace the batteries in a 15 or 20 year old electric or hybrid car? Not something I'm willing to gamble on.
