Yes, that is correct. Doing one's own work drastically reduces the cost of repair even if a drivetrain failure occurs. Head gasket? $25 part and a weekend with wrenches, what's the big deal? But a battery pack is going to cost whatever it is going to cost, and it may or may not be owner-replaceable.
I admittedly have a different approach to buying cars than most people. Most say they can "afford" a car if they can make the loan or lease payments. I say I can "afford" it only if I can pull the cash out of my back pocket to buy it. (I am unwilling to go into debt, particularly for a car which is a rapidly depreciating asset.) So I purchase old high-mileage vehicles that are basically sound but need some TLC. This approach has served me well over the years, particularly with Saabs.
Whatever comes out of NEVS/Saab I would be evaluating as a used car purchase maybe about 15 years down the road. So any opinion now is obviously speculation based on prevailing conditions at the present time. But as things sit now, I would not consider a hybrid or electric vehicle due to the battery problem.
