Just to be more precise: peak efficiency for an internal combustion engine with spark air-fuel mixture ignition (i.e. diesel engines behave differently; partially because of no throttle in the intake and partially cause of extended A/F ratio permissible) is achieved only at WOT and within a certain and limited (though a bit extended for modern VVT variants) RPM range.
